On July 30, the Chinese Football Association (CFA) officially released the “Announcement on Competitive Negotiation for the 2024 Chinese FA Cup Video Assistant Referee System Cooperation Project,” openly soliciting bids for VAR service providers for the FA Cup from the quarter-finals to the final.
The CFA stated in the announcement: “This project is for the 2024 Chinese FA Cup Video Assistant Referee System (hereinafter referred to as VAR) service, and the cooperating unit will be ultimately determined through competitive negotiation. The service content includes providing VAR services for a total of 7 matches from the sixth to eighth rounds (Note: This refers to the quarter-finals to the final) of the 2024 Chinese FA Cup. If possible, the semi-automated offside system can be used in the final.”
In addition, the CFA has also set requirements for the qualifications and technical capabilities of the cooperating companies, as follows:
1. Qualification Requirements
Possess FIFA certification for the Video Assistant Referee System and Offside Line Technology;
2. Video Operations Room
The service provider shall, as needed, set up a complete Video Assistant Referee system in the designated video operations room of each match venue for the sixth to eighth rounds of the 2024 FA Cup season, including but not limited to touch screen displays, video operations room cameras, system subtitle output tablets, etc.
3. Referee Review Area
The service provider shall, as needed, set up referee on-site review equipment in the designated referee review area of each match venue for the sixth to eighth rounds of the 2024 FA Cup season, ensuring that the on-site replay equipment is not damaged by wind, rain, or foreign objects.
4. Technical Personnel
The service provider shall, as needed, arrange at least one FIFA-certified replay operator and one Video Assistant Referee System subtitle output personnel for each match from the sixth to eighth rounds of the 2024 FA Cup season.
5. Other Technical Requirements
The service provider shall provide optimization plans for broadcast camera synchronization during the match, referee communication system testing, system subtitle information output, additional lens deployment, emergency situation handling, referee training and education, etc.
Finally, in terms of the time schedule, the CFA stated that the deadline for receiving application materials is 16:00 on August 5. Subsequently, the CFA will send notices to formally registered companies that have passed the relevant qualification review to participate in the evaluation and officially launch the competitive negotiation on August 6.
