On June 28, the Chinese Football Association (CFA) officially issued the “Implementation Rules for the Promotion and Demotion of Referee Personnel for the 2024 Professional League (Trial)” which will be implemented in referee promotion and demotion system in all levels of professional leagues.
The notice announced that the CFA’s evaluation of referees is mainly divided into three indicators: “business ability, self-management ability, and participation in professional leagues”, among which business ability accounts for 60% of the evaluation, self-management ability accounts for 25%, and participation in professional leagues accounts for 15%.
Business Ability Score
The business ability score is divided into three sub-evaluation indicators: referee supervision evaluation, key event misjudgment and wrong penalty value, and net playing time, with the following weightings: referee supervision evaluation 45%, key event misjudgment and wrong penalty value 45%, and net playing time 10%.
The CFA’s official evaluation team will deduct the business ability score according to the referee’s law enforcement performance in actual matches.
Self-Management Ability Score
The starting score for this item is 100 points. If a referee has the following violations, the score for the self-management ability indicator of the referee will be deducted, as follows:
Professional League Work Participation Score
The referee’s participation in professional league work will be assessed based on whether they are absent from matches without reason. The full score is 100 points. If a referee is absent from a match without prior notice, 30 points will be deducted. If such a situation occurs three times in the same season, 100 points will be deducted, and the referee will no longer be used for the season.
Promotion and Demotion Rules
After the end of the season, the CFA will comprehensively evaluate all referees in all levels of professional leagues based on the above evaluation indicators. Referees ranked lower will be demoted. Among them, the number of demoted referees in the Chinese Super League and the Chinese League One is 2 referees each for main referees and assistant referees, and the number of demoted referees in the Chinese League Two is 5.
At the same time, the CFA will promote referees with higher scores. The number of promoted referees will be no less than the number of demoted referees in the professional league level above.
